Iowa mortgage options for first-time and repeat buyers

Iowa buyers have different planning needs depending on whether they are buying a first home or moving from one they already own. Start by separating program eligibility, title protection and the money needed to close.

FirstHome versus Homes for Iowans

Iowa Finance Authority describes FirstHome as a first-time-buyer program with specified exceptions. Homes for Iowans includes eligible first-time and repeat buyers. A history of homeownership therefore does not answer every program question.

Review the agency’s current eligibility resources with a participating lender. The homebuyer checklist helps organize the broader transaction, but it does not determine agency eligibility.

What assistance means when you refinance

Iowa’s published assistance terms describe second loans with repayment due at sale, refinance or first-mortgage payoff, and state that subordination is not permitted. The agency has also posted assistance changes effective November 2, 2026; check the effective rules for your transaction.

Before planning a future refinance, ask what assistance balance would need to be repaid. A loan without monthly payments is still an obligation, and the amount advertised in an older program handout may not match current rules.

Ask about Iowa Title Guaranty

The official FirstHome resource explains that borrowers may request an Iowa Title Guaranty owner’s certificate at closing. Ask the closing professional what protection is included and how owner and lender interests are addressed.

Use the Loan Estimate and Closing Disclosure guide to review the transaction costs. Keep title questions separate from the decision about which mortgage and assistance arrangement to use.

Iowa mortgage questions

Does previous homeownership exclude every Iowa program?

No. Homes for Iowans includes eligible repeat buyers, while FirstHome has its own first-time framework and exceptions. Review the specific program rather than using one rule for all assistance.

Can I assume Iowa assistance stays in place when I refinance?

No. The agency’s published second-loan terms require repayment on refinance and do not permit subordination. Review your actual loan documents and current rules.

Where can I check Iowa program changes?

Use the official agency links below and confirm the effective date with a participating lender. Iowa has posted assistance updates effective November 2, 2026.
